{"id":121,"date":"2014-03-04T17:17:02","date_gmt":"2014-03-04T17:17:02","guid":{"rendered":"http:\/\/entremundosrevista.wordpress.com\/?p=121"},"modified":"2015-09-30T20:15:02","modified_gmt":"2015-09-30T20:15:02","slug":"human-rights-news","status":"publish","type":"post","link":"https:\/\/www.entremundos.org\/revista\/uncategorized-es\/human-rights-news\/","title":{"rendered":"Human Rights News"},"content":{"rendered":"<p><strong>CONDEMNATION FO THE PUBLIC PROSECUTOR&#8217;S RETIREMENT<\/strong><\/p>\n<p>The organization Amnesty International (AI)<br \/>\ncondemned the decision by the justice of<br \/>\nGuatemala to shorten the mandate of the<br \/>\nPublic Prosecutor, Claudia Paz y Paz, ending<br \/>\nit in seven months, despite the arduous<br \/>\nstruggle against impunity that she has led.<br \/>\n\u201cAmnesty International reflects with<br \/>\ngreat concern upon\u201d the decision of<br \/>\nthe Constitutional Court (CC) to reduce<br \/>\nthe Attorney General\u2019s management to<br \/>\nDecember to May of this year, the group said<br \/>\nin a statement.<br \/>\nAI stated that under the management of<br \/>\nPaz y Paz, the Office of the Attorney General<br \/>\n(Public Prosecutor\u2019s office) were able to \u201cend<br \/>\na long stagnant period with regards to the<br \/>\ninvestigations of the serious violations of<br \/>\nhuman rights that occurred both during<br \/>\nGuatemala\u2019s internal armed conflict, as well<br \/>\nas today.\u201d<br \/>\nWith Paz y Paz, the Public Prosecutor began<br \/>\nto pursue the prosecution of persons linked<br \/>\nto \u201corganized crime currently operating in<br \/>\nGuatemala,\u201d articulated AI.<br \/>\nFurther more, she undertook the task of<br \/>\ninvestigating cases of massacres , forced<br \/>\ndisappearances, genocide, and crimes<br \/>\nagainst humanity that were committed<br \/>\nduring the war that the country experienced<br \/>\nbetween 1960 and 1996, to ultimately<br \/>\npunish those responsible , after several<br \/>\n\u201cdecades without progress\u201d and inaction,<br \/>\nthe organization added .<br \/>\n\u201cWhat\u2019s important to remember here is<br \/>\nthat there were 200,000 victims of the<br \/>\nconflict, including roughly 45,000 victims of<br \/>\nenforced disappearance. Guatemala has an<br \/>\noutstanding debt in justice,\u201d AI said.<br \/>\nThis organization that advocates for<br \/>\nhuman rights suggested that although<br \/>\n\u201cthe performance of the Public Ministry<br \/>\nis far from perfect (\u2026 ) investigating and<br \/>\npresenting cases is a first and essential step<br \/>\nin obtaining justice\u201d in Guatemala .<br \/>\nAccording to the Public Prosecutor\u2019s office,<br \/>\nduring the management of Paz y Paz,<br \/>\nGuatemala was able to reduce impunity<br \/>\nfrom 95 % to 70 %.<br \/>\nThe Constitutional Court (CC) decided to<br \/>\nshorten Paz y Paz\u2019s leadership period in<br \/>\nFebruary at the request of a lawyer, who<br \/>\nclaimed that the position\u2019s four-year term<br \/>\napplies from May to May, even though the<br \/>\nprosecutor took her position on 9 December,<br \/>\n2010. AI hopes that the Court\u2019s questionable<br \/>\ndecision \u201cdoesn\u2019t reflect a reversal\u201d with<br \/>\nregards to human rights in Guatemala.<\/p>\n<p><strong>FREEDOM OF PRESS<\/strong><\/p>\n<p><strong><\/strong>Reporters Without Borders (RSF) has released<\/p>\n<p>the World Press Freedom Index 2014, which<\/p>\n<p>reports a significant deterioration of the<br \/>\nsituation in countries as diverse as the<br \/>\nUnited States, the Central African Republic<br \/>\nand Guatemala; conversely, it finds great<br \/>\nimprovements in Ecuador, Bolivia and South<br \/>\nAfrica.<br \/>\nCristophe Deloire , RSF Secretary-General,<br \/>\nstated that the World Press Freedom Index<br \/>\nis established based on eight indicators:<br \/>\nthe severity of violations against press<br \/>\nfreedom, the dimension of pluralism, the<br \/>\nindependence of the media, the general<br \/>\nenvironment and self-censorship, the legal<br \/>\nframework, transparency, and infrastructure.<br \/>\nThis year, some countries\u2019 classifications,<br \/>\nincluding democracies\u2019, appeared to be<br \/>\ngreatly affected because they made overly<br \/>\nbroad and exorbitant interpretations of the<br \/>\nconcept of protection of national security.<br \/>\nOn the other hand, this trend reflects the<br \/>\nnegative impact that armed conflicts has<br \/>\nhad on freedom of information and related<br \/>\nactors.<br \/>\nThe previous Index featured 179 countries;<br \/>\nhowever, this year\u2019s includes 180, adding<br \/>\nBelize in 29th place.<br \/>\nThe United States fell 13 places; house<br \/>\nsources and informants sound like a warning<br \/>\nfor those who are seeking to disclose<br \/>\ninformation of general interest about the<br \/>\nsovereign prerogatives of the first world<br \/>\npower.<br \/>\nA rapid collapse of Guatemala is also<br \/>\nreported, due to the clear worsening of<br \/>\njournalists\u2019 insecurity. This is reflected by the<br \/>\ndoubling of the number of attacks against<br \/>\njournalists over the past year, and the four<br \/>\nmurders that were recorded, as indicated<br \/>\nby the World Press Freedom Index 2014<br \/>\nproduced by RSF.<\/p>\n<p><strong>FEMICIDE<\/strong><br \/>\nAccording to an analysis by the Guatemalan<br \/>\nWomen\u2019s Group (GGM), of the 61 women<br \/>\nmurdered in January, 49 percent were<br \/>\nbetween 16 and 30. Violence against this<br \/>\ngroup is concentrated in the department of<br \/>\nGuatemala.<br \/>\nThe report states that while high in January<br \/>\n2014, the number of murdered women is<br \/>\nlower when compared to the last 3 years &#8211;<br \/>\n2011 to 2013 \u2013 although the quarterly trend<br \/>\nshows an increase which continues to rise.<br \/>\nStatistics indicate that 61 women were<br \/>\nmurdered in the first month of the year, as<br \/>\ncompared to 80 in 2013, 71 in 2012, and 65<br \/>\nin 2011. But the latest quarterly estimate<br \/>\ndemonstrates a rise in crime.<br \/>\n\u201cNotwithstanding the aforementioned, with<br \/>\nrespect to the trend from the last quarter<br \/>\nof 2013 \u2013 72 violent deaths of women<br \/>\nin October; 56 in November and 36 in<br \/>\nDecember \u2013 in January 2014, the number<br \/>\nof victims rose by 41 percent, with 25<br \/>\nmore violent deaths of women,\u201d the report<br \/>\nexplains.<br \/>\nThe report explained that nearly half of<br \/>\nwomen killed are young; it is estimated<br \/>\nthat 49 percent of the dead were between<br \/>\n16 and 30. Violence against this segment<br \/>\nof the population is concentrated in the<br \/>\ndepartment of Guatemala: \u201cin particular, 14<br \/>\nvictims were taken to public hospitals in<br \/>\nthe city where they died; the bodies of five<br \/>\nwomen were reported in Villa Canales, and<br \/>\n4 more victims in Zone 18. For their part,<br \/>\nthe municipalities of Mixco and Villa Nueva<br \/>\nrecorded three victims each, and there were<br \/>\n2 deaths in San Juan Sacatep\u00e9quez,\u201d the<br \/>\nreport states.<br \/>\nAccording to GGM, these crimes\u2019 perpetrators<br \/>\ntypically use techniques involving firearms,<br \/>\nasphyxia by strangulation, shock or<br \/>\nbleeding. \u201cThree-quarters of all deaths were<br \/>\ncommitted with firearms; there were also 7<br \/>\ndeaths by suffocation; 6 from shock or by<br \/>\nloss of blood.\u201d<br \/>\nThe organization stated that this not the Femicide<br \/>\nfirst time that the Guatemalan justice<br \/>\nsystem has made \u201ccontroversial decisions\u201d.<br \/>\nAs an example, the organization mentioned<br \/>\na judgement from May 2013, which<br \/>\noverturned the 80-year prison sentence<br \/>\ngiven to Efrain Rios Montt on charges of<br \/>\ngenocide.<\/p>\n<p><strong>MILITARY COMMISSIONER ON TRIAL<\/strong><br \/>\nThe Eleventh Criminal Court of First Instance<br \/>\nordered the open trial of Jos\u00e9 Miguel<br \/>\nCastaneda, a military commissioner involved<br \/>\nin the disappearance of three workers from<br \/>\nTic Tac, Alta Verapaz, in December 1983.<br \/>\nThe judge ordered that the case against<br \/>\nthe former soldier would take place in the<br \/>\ntrial court of Cob\u00e1n.
