The chart below from ECLAC\u2019s 2015 <a href=\"http:\/\/www.cepal.org\/en\/publications\/type\/social-panorama-latin-america\">Social Panorama report<\/a>\u00a0also shows\u00a0that the poor are getting poorer in Guatemala, while in most other countries in the region this is not the case either.<\/p>\n<p>The chart measures poverty and indigence, or extreme poverty. Its two \u201cpoverty headcount ratios,\u201d are approximations of the poverty rate. ECLAC considers \u201cindigence\u201d the inability to meet basic nutritional needs, while \u201cpoverty\u201d is defined as the inability to meet \u201c<a href=\"http:\/\/interwp.cepal.org\/sisgen\/SisGen_Badeinso_estimaciones_pobreza_cepal.asp?idioma=i\">basic non-nutritional needs<\/a>.\u201d<\/p>\n<p>The \u201cpoverty gap\u201d figures in the chart show how far away the poor are on average from the poverty line. The poverty gap figure for Guatemala in 2014, for example, is 33.1%, meaning that poor households on average made it to 66.9% of poverty line income.<\/p>\n<p>The poverty figures are based on ECLAC calculations designed to facilitate international comparisons. The independent calculations of each nation are in the next section. Further, Latin America\u2019s poverty rate has been cut by approximately 35% and its extreme poverty rate has been cut by approximately 40%, while Guatemala\u2019s rates have climbed.<\/p>\n<p>Below are those figures compared to other countries in the region. The comparison shows that Guatemala is one of the only countries where poverty is increasing. Indigence is again defined as the inability to access basic nutrition, as estimated by the \u201c<a href=\"http:\/\/www.prensalibre.com\/economia\/economia\/canasta-basica-llega-a-q4-mil-7940-al-mes\">canasta b\u00e1sica<\/a>,\u201d a measure of the cost of the food necessary to provide basic nutrition.
